Practice

PMO.

An outsourced project management office for programmes that have a deadline someone else set. Mandate rollouts, ERP migrations, and finance transformation — governed, reported, and driven to the date, by a team that has run these programmes before rather than a generalist reading your industry for the first time.

ISO 27001 Certified information security — the governance standard our delivery teams already operate under
14 days From mobilisation to a live portfolio dashboard and first steering pack
50+ E-invoicing mandates tracked in-house — the programmes we govern are ones we also deliver
AR/EN Bilingual steering packs and status reporting by default, not as a paid add-on
The starting point

Most programmes miss the date for governance reasons, not technical ones.

A mandate rollout is rarely lost in the integration layer. It is lost in the six weeks nobody owned the decision, the risk that stayed amber for a quarter, the finance and IT teams working from two different scope documents, and the steering committee that saw a status report describing activity rather than exposure.

We built this practice because we kept being asked to fix that. Clients came to us for an e-invoicing implementation and discovered the harder part was the programme around it — tax, IT, finance, AR/AP, procurement, and an ERP partner all needing to move in sequence against a regulator's date. The delivery discipline we built to run our own mandate programmes is the discipline we now run for clients on programmes we are not otherwise delivering.

The practice covers the full range — a fractional PMO lead a few days a month, a fully managed PMO, or a dedicated programme office for a single regulatory deadline. What does not change is that the reporting is honest, the escalation is early, and the engagement is built to hand back.

The practice at a glance
  • Engagement shapes: health check, setup sprint, fractional PMO, fully managed PMO, or a mandate-specific programme office
  • Programme types: regulatory mandates, ERP migrations, finance transformation, cloud and data programmes
  • First deliverable: a live portfolio dashboard and steering pack within 14 days, not a methodology deck
  • Delivery model: Gulf- or US-facing PMO lead with a blended offshore analyst pod, under ISO 27001 controls
  • Language: AR/EN bilingual reporting and governance artefacts
  • Pricing: published entry points below — fixed-fee written quote within 24 hours of the discovery call
How we can help

Four stages. And a deliberate exit.

01 · Assess

Health check & maturity baseline

Where the programme actually stands, scored against a published framework rather than an opinion. Delivered as a ranked defect list with an owner against each line — the same discipline we apply to a master-data audit.

  • Governance, delivery, and reporting maturity scored per domain
  • Risk and dependency review, with the ones that threaten the date called out first
  • A prioritised roadmap and a recommendation on the PMO shape you need
02 · Mobilise

PMO setup sprint

Standing up the machinery: governance model, RACI, stage gates, cadence, RAID log, reporting pack, and a working dashboard. Four to six weeks, fixed fee, and you own every artefact at the end of it.

  • Governance model and decision rights agreed with your sponsors
  • Live portfolio dashboard wired to your existing tooling
  • Steering and working-group cadence running before we exit the sprint
03 · Run

Fractional or fully managed PMO

We run it. A senior PMO lead in your timezone, supported by an offshore analyst pod for the reporting, tracking, and chasing that consumes a programme office's hours. You pay enterprise governance at mid-market rates.

  • Planning, risk and issue management, dependency and benefit tracking
  • Steering packs, status reporting, and stakeholder communications in AR/EN
  • Vendor and systems-integrator management, including ERP partners
04 · Transfer

Hand-back, by design

Every engagement is built to end. Artefacts, templates, dashboards, and the running routine transfer to your team, with the handover scoped from day one — the same no-lock-in commitment that governs the rest of our practice.

  • Documented governance routine your own team can run unaided
  • Dashboards and templates transferred, not licensed back to you
  • Optional capability coaching so the routine survives our departure
Where we are different

The Mandate PMO.

A regulatory e-invoicing deadline is not an IT project with a compliance dependency. It is a cross-functional programme with an immovable date, a regulator who publishes the rules mid-flight, penalties for arriving late, and six internal functions who each believe another one owns it.

We run those programmes as our day job. ClayDesk operates its own Peppol-certified Access Point, tracks 50-plus mandates, and delivers implementations across the GCC and beyond. When we govern a mandate programme, the programme office already knows what wave thresholds do to a plan, how long an ASP appointment really takes, which ERP field mappings generate the late surprises, and what a tax authority's test environment does to your critical path.

That is a programme office you cannot buy from a generalist PMO firm, and it is priced well below what a Big Four practice would charge to learn it on your time.

What a Mandate PMO covers
  • Scope control: in-scope entities, waves, and thresholds tracked against the authority's published position
  • The regulator's critical path: accreditation, registration, and test-environment milestones planned as dependencies, not admin
  • Cross-functional ownership: tax, IT, finance, AR/AP, and procurement working from one plan
  • Vendor governance: ERP partners and service providers managed to your date, not theirs
  • Readiness evidence: an audit trail that demonstrates compliance, not just claims it
Engagement models

Published entry points. Quoted in 24 hours.

Most PMO firms will not put a number on a page. We will. These are honest entry points, not the whole answer — the final fee depends on programme size, jurisdiction count, and how much of the office you want us to run. What you get in the first conversation is directional pricing, and a written fixed-fee quote within a business day.

Why us

Enterprise governance without the enterprise invoice.

The outsourced PMO market splits into two tiers, and both leave the same buyer unserved. Global firms bring real rigour at a rate mid-market organisations cannot justify. Local boutiques are affordable but built around construction and infrastructure, and go quiet when the programme is an ERP migration or a tax mandate.

We sit in the gap deliberately: a senior, technology-literate programme office at mid-market pricing, made possible by a blended delivery model — the lead in your timezone, the analyst capacity offshore, all of it under ISO 27001 controls we hold ourselves rather than inherit from a subcontractor.

What you get that is hard to buy elsewhere
  • Mandate fluency: we run e-invoicing programmes ourselves, on our own certified Access Point
  • Technology literacy: a PMO that can read an integration spec, not just a RAG status
  • Certified delivery: ISO 27001:2022 and ISO 22301:2019, held by us
  • Blended economics: onshore leadership, offshore analyst capacity, one accountable team
  • Published pricing: entry points on the page, quote in 24 hours
  • Built to hand back: no artefact, dashboard, or template stays hostage
Questions we actually get

Asked on most discovery calls.

Do we have to be an e-invoicing client to use the PMO practice?

No. The Mandate PMO is where our domain knowledge is deepest, but the practice runs ERP migrations, finance transformation, cloud and data programmes for clients who buy nothing else from us. We will also govern a programme where another vendor is doing the delivery — in that case our job is to hold them to the date, which is easier when we understand what they are actually building.

What is the difference between a fractional and a managed PMO?

A fractional PMO gives you senior leadership part-time — typically a few days a month — while your own people do the day-to-day. A managed PMO means we own the office outright: the lead, the analysts, the reporting, the cadence, the vendor management. Most clients start fractional and move up if the portfolio grows, or start managed for a hard-deadline mandate programme and step down afterwards.

Where does your team sit, and how does that affect security?

Your PMO lead sits in your timezone — Gulf or US-facing depending on the engagement — with analyst capacity delivered offshore. That blend is what lets us price below onshore boutiques. On security: we hold ISO 27001:2022 and ISO 22301:2019 ourselves, the controls apply to the whole delivery chain rather than to a head-office entity only, and data residency is scoped per engagement.

What project management methodology do you use?

Whichever one your organisation already runs. We work to established frameworks — PMI/PMBOK, PRINCE2, and agile or hybrid delivery — rather than a proprietary in-house method, for the same reason our data practice is built on DAMA-DMBOK: a standards-based programme is one your auditors, your regulator, and your future hires already understand, and it does not leave when we do.

What tooling do you require us to buy?

None. We work on your incumbent stack — Jira, Azure DevOps, Monday, Smartsheet, Planner, or a spreadsheet if that is genuinely where the programme lives — and build the reporting layer on top of it. Where you have no tooling, we will recommend something proportionate rather than something impressive.

How quickly can you mobilise?

A health check can start within a week of signing. For a managed or mandate PMO, we commit to a live portfolio dashboard and a first steering pack within 14 days of mobilisation. As with the rest of the practice: directional pricing on the first call, written fixed-fee quote within 24 hours.
